Lima, September 22, 2025. The Private Investment Promotion Agency (PROINVERSIÓN), an entity attached to the Ministry of Economy and Finance, awarded four power transmission and substation projects that will benefit 2.3 million people in Arequipa, Lima, Apurímac, and Puno.
These four projects, awarded on behalf of the Ministry of Energy and Mines, are part of Group 3 of the 2023–2032 Transmission Plan. Total investment for the four projects amounts to US$ 214 million, consolidating the Peruvian government’s commitment to developing strategic infrastructure in the energy sector.
Alupar Perú S.A.C. was awarded all four projects through a transparent bidding process. The awarded projects are as follows:
- 220 kV Palca New Substation, 220 kV Palca – La Pascana Transmission Line, expansions, and associated substations, benefiting 700,000 people in Arequipa.
- 220 kV Planicie – Industriales link, third-circuit expansion, benefiting 1.3 million people in Lima.
- 138 kV Abancay Nueva – Andahuaylas link, expansions, and associated substations, benefiting 130,000 people in Apurímac.
- 138 kV San Rafael – Ananea Branch link, expansions, and associated substations, benefiting 120,000 people in Puno.
PROINVERSIÓN’s Executive Director, Tabata Vivanco del Castillo, highlighted that these four projects will strengthen and improve the reliability of the power transmission systems in the central-southern region of the country, enabling the delivery of higher-quality electricity supply to thousands of households in the four regions, as well as to industry, commerce, and services.
The head of the Agency pointed out that these investments will contribute to strengthening the local economy, boosting regional competitiveness, and significantly improving people’s quality of life.
The award of the successful bid was made under the Public-Private Partnership (PPP) model, through a Comprehensive Project Tender, whereby the concessionaire is responsible for the design, financing, construction, operation, and maintenance of the project. The concession term is 30 years and covers both the construction period and the operation and maintenance phase. Upon completion of this term, the power infrastructure will revert to the State.
Power Sector Portfolio
Following this award, PROINVERSIÓN will sequentially launch the calls for 18 electricity projects from the 2025–2034 Transmission Plan, which have been grouped into four clusters to be awarded. The approximate investment for these new projects amounts to US$ 930 million, with a direct impact on 13 regions of the country.
The Agency’s goal is to award all 18 projects between 2025 and 2026, working efficiently and with a sense of urgency. PROINVERSIÓN will launch the call for Group 1 this coming October; this group includes four (4) transmission lines with an investment of US$ 231 million, benefiting the regions of Piura, Lambayeque, Junín, and Ayacucho.
The implementation of this robust project portfolio will strengthen the National Interconnected Power System at the sub-transmission level, ensuring electricity supply to more than 8 million Peruvians, consolidating the country’s competitiveness, and generating well-being in our communities.
