PROINVERSIÓN: Addendum signed to modernize southern airports with more than US$ 470 million in investment

The agreement between the Ministry of Transport and Communications (MTC) and the concessionaire will improve air connectivity and benefit more than 3.6 million Peruvians.

Lima, March 17, 2026.- As a result of the coordinated work of the Government and the key role of the Private Investment Promotion Agency (PROINVERSIÓN) in unlocking strategic projects, Addendum No. 5 to the concession contract for the Second Group of Regional Airports was signed today, which will allow the execution of more than US$ 470 million in investments for the modernization of airport infrastructure in the south of the country.

The signing of the addendum took place in a formal ceremony at the Government Palace, with the participation of Executive authorities, including the President of the Council of Ministers, Luis Arroyo; the Minister of Transport and Communications, Aldo Martín Prieto Barrera; and the Executive President of PROINVERSIÓN, Luis Del Carpio, who highlighted the importance of this milestone for closing infrastructure gaps and strengthening air connectivity.

“The signing of this addendum is the result of coordinated technical work that allowed key investments for the country to be unlocked. At PROINVERSIÓN, we have supported this process to create the conditions that enable quality projects, with clear rules and for the direct benefit of citizens. This is a concrete step to accelerate infrastructure and close gaps in southern Peru,” said the Executive President of PROINVERSIÓN, Luis Del Carpio.

Addendum No. 5 will allow for investments to be made in the airports of Arequipa, Ayacucho, Juliaca, Puerto Maldonado and Tacna, which are under concession to Aeropuertos Andinos del Perú S.A., incorporating new works under the modality of “Major Works”, without modifying the current financing scheme of the contract.

These investments will be carried out in the period 2026-2028 and include interventions in pavements, modernization of passenger terminals, implementation of perimeter fences and drainage systems, with the aim of improving operational safety, operational capacity and quality of service.

The impact of this addendum will directly benefit more than 3.6 million citizens in the regions of Arequipa, Ayacucho, Puno, Madre de Dios and Tacna, as well as more than 4.2 million passengers who use these airports annually, strengthening air connectivity and responding to the sustained growth of demand in the south of the country.

Furthermore, the modernization of these airports will boost tourism, facilitate trade, and promote regional economic development, contributing to greater territorial integration and the generation of opportunities.

The addendum also incorporates an anti-corruption clause as a cause for termination of the contract, reinforcing the State’s commitment to transparency, integrity and the responsible use of public resources.

The Second Group of Airports has registered sustained growth in passenger flow, going from 1.74 million in 2011 to more than 4.12 million in 2024, consolidating itself as a key axis for the articulation of the south of the country and the development of its tourist circuit.

With the signing of this addendum, PROINVERSIÓN reaffirms its role as a facilitator in unlocking infrastructure projects, contributing to accelerating investments that improve the quality of life of citizens and strengthen the country’s competitiveness.
