Peruvian State Signs Contracts for Four Power Transmission Projects Benefiting More Than 2 Million People

The upcoming execution of these projects, which belong to Group 3 of the 2023–2032 Transmission Plan, will strengthen and enhance the reliability of the electricity transmission systems in Arequipa, Lima, Apurímac, and Puno.

Lima, December 22, 2025.- PROINVERSIÓN reported that the Ministry of Energy and Mines (MINEM), on behalf of the State, and the concessionaire company Transmisora de Energía Palca S.A.C. signed the Concession Agreements and the Securities and Guarantees Agreements for four electricity transmission and substation projects that will benefit approximately 2.3 million people in Arequipa, Lima, Apurímac, and Puno.

These four projects, awarded by PROINVERSIÓN in September at the request of MINEM, are part of Group 3 of the 2023–2032 Transmission Plan. The total investment amounts to USD 214 million, reinforcing the Peruvian government’s commitment to the development of strategic energy infrastructure.

In accordance with the tender rules of the Integrated Projects Contest promoted by PROINVERSIÓN, the award was granted to Alupar Perú S.A.C., which subsequently incorporated Transmisora de Energía Palca S.A.C. as the concessionaire for the following projects:

  • New Palca 220 kV Substation, 220 kV Palca–La Pascana Transmission Line, expansions and associated substations, benefiting 700,000 people in Arequipa.
  • 220 kV Planicie–Industriales Link, expansion to a third circuit, benefiting 1.3 million people in Lima.
  • 138 kV Abancay Nueva–Andahuaylas Link, expansions and associated substations, benefiting 130,000 people in Apurímac.
  • 138 kV San Rafael–Ananea Tap Line, expansions and associated substations, benefiting 120,000 people in Puno.

The concessionaire will be responsible for the design, financing, construction, operation, and maintenance of the four projects. The concession term is 30 years, including both the construction period and the operation and maintenance phase.

During the signing ceremony, PROINVERSIÓN Executive Director Luis Del Carpio emphasized that these projects would strengthen and improve the reliability of the electricity transmission systems in the central-southern region of the country, enabling higher-quality power supply to households, as well as to industry, commerce, and services.

He further noted that these investments will contribute to strengthening local economies, enhancing regional competitiveness, and significantly improving quality of life.

Del Carpio also announced that, with support from MINEM, efforts are underway to expand Cálidda’s investments to bring natural gas to seven regions of the country. Additionally, he stated that the regulations of the new PPP Law will be issued shortly, granting PROINVERSIÓN new functions to facilitate contract execution and the ownership of megaprojects.

He highlighted the importance of meeting management milestones, referencing key awards made by PROINVERSIÓN in 2025, including the Chincha WWTP, electricity transmission lines, operation and maintenance of HEVES, the Ancón Industrial Park, and the Puerto Maldonado WWTP, as well as the upcoming expansion agreements for the Port of Matarani and Torre Trecca.

Representing Transmisora de Energía Palca S.A.C., Vinicius Andrade stated that “by signing this commitment with the Peruvian State, we will continue to deliver more electricity and promote greater economic and social development across the country.” To date, Alupar Perú S.A.C. has invested more than USD 700 million in electricity infrastructure in Peru.

The Minister of Energy and Mines, Luis Bravo de la Cruz, congratulated PROINVERSIÓN officials for successfully closing these concessions, recognizing the Agency as a strategic partner in materializing investments for the benefit of all Peruvians.

Minister of Economy and Finance Denisse Miralles underscored that the signing of these contracts sends a clear political signal of the State’s commitment to ensuring that investments are effectively executed, noting that private investment is currently showing sustained improvement compared to previous years.

ELECTRIC PROJECT PORTFOLIO

PROINVERSIÓN is currently promoting 18 electricity projects included in the 2025–2034 Transmission Plan, which have been grouped into four packages for award. The estimated investment for these new projects amounts to approximately USD 930 million, with direct impact across 13 departments nationwide.

The implementation of this robust project portfolio will strengthen the National Interconnected Electric System at the sub-transmission level and ensure reliable electricity supply for more than 8 million Peruvians, thereby consolidating the country’s competitiveness and generating tangible benefits for local communities.
