MEF appoints Luis Del Carpio as Executive Director of PROINVERSIÓN

Lima, October 22, 2025.- The Ministry of Economy and Finance (MEF) appointed Luis Del Carpio today as Executive Director of the Private Investment Promotion Agency (PROINVERSIÓN) through Supreme Resolution No. 033-2025-EF, published today in the Legal Standards section of the Official Gazette El Peruano.

The new head of PROINVERSIÓN has over 20 years of experience in the formulation, structuring, and transaction of infrastructure and public service projects under the Public-Private Partnership (PPP) and Projects in Assets modalities.

He holds a degree in Economics from the National University of San Marcos (UNMSM), a Master’s in Management and a Master’s in Finance from the University of the Pacific, and is currently a PhD candidate in Global Economic Management at UNMSM.

He served as Executive Director of the Agency between February and September of this year. Previously, he was Director of the Special Projects Division of PROINVERSIÓN, responsible for the portfolio of strategic infrastructure projects in the transport, communications, health, tourism, irrigation, mining, and real estate sectors, among others.

In addition, he served as Project Director for key projects contributing to the country’s economic and social growth, such as Kuélap Cable Cars (Amazonas), Modernization of the Port Terminal of Salaverry (La Libertad), Port Terminal of Pisco (Ica), Lima Peripheral Ring Road, among others.

Del Carpio has also worked as a UNDP international advisor to the Municipal Government of Guatemala for the concession of a mass transport system; he has been a speaker on PPPs and a university professor.

The appointment of the new head of PROINVERSIÓN was formalized following the acceptance of Tabata Vivanco del Castillo’s resignation, through Supreme Resolution No. 032-2025-EF, published today in the Legal Standards section of the Official Gazette El Peruano.
