Lima, October 20, 2025.- The Government of President José Jerí Oré, through the Ministry of Economy and Finance (MEF) and the Private Investment Promotion Agency (PROINVERSIÓN), launched a public tender for the concession of the project “Wastewater Treatment for Final Disposal or Reuse of the City of Cajamarca (WWTP Cajamarca)”, which will be developed under the Public-Private Partnership (PPP) model.
The project, with an indicative investment of US$115 million, aims to provide Cajamarca with a modern, efficient, and sustainable wastewater treatment system. Its implementation will reduce pollution in the Mashcón and Cajamarquino rivers, restore the environmental surroundings, and improve public health, economic activity, and local tourism.
The Minister of Economy and Finance, Denisse Miralles, highlighted that this project is part of the Government’s commitment to decentralized and sustainable development: “Every project we promote within the framework of Public-Private Partnerships reaffirms the State’s determination to bring quality infrastructure to all regions of the country, ensuring efficiency, transparency, and tangible benefits for the population,” she stated.
The project includes the design, financing, construction, operation, and maintenance of the La Victoria and Mashcón collectors, as well as all infrastructure associated with the treatment and final disposal of the city’s wastewater. The concession will have a term of 26 years, during which the concessionaire will assume full responsibility for the project.
The Ministry of Housing, Construction, and Sanitation (MVCS) will assume 100% of the co-financing of the investment and will partially cover operating and maintenance costs during the initial phase, reinforcing the State’s commitment to universal access to quality basic services.
Minister Miralles also emphasized that the tender strengthens coordination between sectors and institutions: “The joint work of the MEF, PROINVERSIÓN, and Housing reflects the Government’s determination to execute projects that improve people’s lives while simultaneously protecting the environment and ensuring the efficient use of public resources,” she affirmed.
The project was initially presented as a Co-financed Unsolicited Proposal (IPC) and declared of interest on June 30, 2025. After an expression of interest was submitted within the established timeframe, the current public tender was called in accordance with the applicable regulations.
