Lima, December 18, 2025.- The Ministry of Economy and Finance, through the Private Investment Promotion Agency (PROINVERSIÓN), awarded the Puerto Maldonado Wastewater Treatment Plant (WWTP Puerto Maldonado) project, which will enable the treatment of 100% of the wastewater generated in the city, benefiting more than 190,000 people.
This infrastructure represents a milestone in closing sanitation gaps and improving living conditions in Madre de Dios, as it will be the first wastewater treatment plant developed in the Peruvian rainforest under the Public-Private Partnership (PPP) modality.
The project, awarded to the Saneamiento Puerto Maldonado Consortium, will ensure adequate treatment of the city’s wastewater, contributing to the decontamination of the Tambopata and Madre de Dios rivers. It will also have a direct positive impact on public health by reducing the incidence of waterborne diseases such as diarrhea and cholera.
The Minister of Economy and Finance, Denisse Miralles, highlighted the success of the award process and the private sector’s confidence in the country—particularly in a region that has long awaited a concrete solution to improve living conditions. “This project has profound social significance because investing in sanitation means protecting people’s health, preventing disease, restoring dignity to households, and opening better opportunities for the entire community,” she stated.
The project, valued at over USD 150 million, includes the design, financing, construction, operation, and maintenance of the system under a 24-year concession term. It encompasses the installation and rehabilitation of 192 kilometers of primary and secondary sewer networks, the expansion of 20,000 household sewer connections, the implementation of pumping stations with their respective force mains, and the decommissioning of obsolete infrastructure.
In addition, the concessionaire will provide technical support to the local water utility, Empresa Municipal de Agua Potable y Alcantarillado de Tambopata (EPS EMAPAT S.A.), strengthening service management and ensuring compliance with environmental standards.
PROINVERSIÓN Executive Director Luis Del Carpio emphasized that the award of the Puerto Maldonado WWTP represents a historic milestone, as it not only improves urban sanitation but also protects the Amazon ecosystem and reduces health risks for thousands of families.
In this context, Minister Miralles underscored that “wastewater treatment and sanitation plants are not merely infrastructure projects, but policies of prevention, equity, and social justice for the country’s territories and regions.” She also welcomed the Ministry of Housing, Construction and Sanitation’s decision to rely on the PPP mechanism to expand and improve drinking water, sewerage, and wastewater treatment services, as part of a comprehensive strategy to close long-standing gaps while ensuring financing, operation, and maintenance without placing pressure on public finances.
The award ceremony was also attended by the Vice Minister of Construction and Sanitation, Christian Barrantes Bravo, who highlighted the relevance of the project for his sector and for the Madre de Dios region.
With this award, the Government reaffirms its commitment to people-centered infrastructure that delivers tangible social impact and sets a precedent for the development of sustainable sanitation projects in the Peruvian Amazon.
