PROINVERSION PARTICIPATED IN THE OECD REPORT PRESENTATION
 


Lima, June 29, 2020.- The Private Investment Promotion Agency (PROINVERSIÓN) participated in the launching of the OECD report “Study of Public Policies on the Responsible Business Conduct: Peru”, organized by the OECD, the European Union, the ILO, the RBCLAC, the Ministry of Justice and PROINVERSIÓN, via an online platform.

According to the OECD, the Study of Policies Review on the Peruvian Responsible Business Conduct is a valuable tool to help the Government to adopt and promote coherently an approach of responsible business conduct through its policies and practices. Thus, it is an important input for the development process of the currently ongoing National Action Plan on Business and Human Rights in Peru.
It also represents a useful resource for decision-making under the current context of the crisis caused by the COVID-19 which has severe and lasting consequences in people’s lives, as well as in companies and economies.
The OECD pointed out that Peru is the first Latin American country with this OECD study and recommendations on Responsible Business Conduct policies.
“The adoption of a Responsible Business Conduct approach in government and business responses before this crisis has become even more important since it allows the creation of benefits in short- and long-term, such as a greater resilience and recovery capacity, a fairer and inclusive distribution of the recovery measure benefits, and a stronger and lasting contribution to the inclusive and sustainable development” affirms the OECD.
Cesar Martin Peñaranda, director of PROINVERSIÓN Investors Servicing, participated on the report presentation as panelist of the discussion “Opportunities and challenges to promote the RBC in Peru”. He expressed that in the current context, the Responsible Business Conduct (RBC) is no longer a voluntary aspect but a commitment to achieve the enterprises standards of the OECD countries and the international ones.
During the discussion, Peñaranda pointed out that the implementation of RBC policies of this OECD study is a significant challenge for the beginning of a new phase in PROINVERSIÓN activities as OECD National Contact Point. It should be noted that from 2009, the OECD National Contact Point (NCP) disseminates and implements the guidelines for enterprises and participates as an observer in the OECD Investment Committee to take notice and implement the OECD recommendations aiming at reinforcing the investments climate and promoting the sustainable development.

Trujillo, September 12, 2019.- ProInversión gathered representatives of different enterprises from La Libertad in Trujillo to promote the responsible business conduct and disseminate the Guidelines of the Organisation for Economic Co-operation and Development (OECD) to reinforce the favorable climate of investments in the country.
The Director of ProInversión Investors Servicing, Cesar M. Peñaranda, pointed out that to preserve and reinforce the favorable environment for investments in Peru, it is required to consider that supplemental initiatives need to be developed, from both, the Government, and the corporate sector.
During the event, organized with the support of La Libertad Regional Government and La Libertad Chamber of Commerce and Production, Peñaranda emphasized that ProInversión disseminates the OECD Guidelines in the context of the commitments assumed by Peru, since 2008, after joining the OECD Declaration on International Investment and Multinational Enterprises. Within the framework of this joining, ProInversión was assigned as a National Contact Point for the OECD Guidelines since 2009, he added.
“Thus, as an OECD National Contact Point in Peru and as an Agency of Investment Promotion, we consider that the OECD Guidelines for Enterprises is a useful tool to promote a good business conduct and allow the increase of responsible investments in Peru”, he mentioned.
The officer of ProInversión also affirmed that the implementation of the OECD Guidelines for multinational enterprises, and within the chain of supplier enterprises, are a very useful tool in the responsible leading of businesses, considering that they may create a mutual trust basis between the enterprises and the locations where the activities are developed by enhancing the contribution of enterprises to the sustainable development.
Also, Mr. Peñaranda added that several enterprises are positioning the responsible conduct and sustainability as a business cross-cutting strategy, which creates a more attractive and competitive business environment.
Likewise, he declared the importance of the private investment role during the past years, as well as the significant business participation in the projects’ promotion processes of Public – Private Partnership (PPP) in charge of ProInversión; therefore, the institution will continue promoting the attraction of responsible investments that contribute the sustainable development.
The event also had the participation and valuable contributions from La Libertad Regional Governor, Manuel Llempén, and the President of La Libertad Chamber of Commerce and Production, Hermes Escalante, who was in charge of the closure of the business appointment.

On the other hand, during this event, the ProInversión video “Peru towards the OECD” was broadcasted to show the main aspects of the Country Programme signed by the Peruvian Government with the OECD.
The Country Programme fosters a mutual-benefit cooperation relation to allow Peru to implement a group of standards and practices that will contribute, through the improvement of the quality of public policies, to shorten the learning curve to the economic, social, and institutional development and, therefore, the increasing of investments through the generation of a good business climate, the attraction of responsible investments and the modernization of the Government.
Within the context of assigned activities to ProInversión in the Country Programme with the OECD, the participation of the country will be reinforced in the work groups of the OECD Investment Committee and its subsidiary bodies. Likewise, ProInversión will promote with enterprises in Peru and potential international investments a wider dissemination on the efficiency that the implementation of the OECD instruments may have to reinforce the investments climate in Peru.
Currently, the OECD is composed of 37 member countries within there are the biggest and most developed economies in the world. In addition, it is accompanied – as observers – a select group of 12 emerging countries where Peru stands out.

Alberto Ñecco, Executive Director of PROINVERSIÓN, who was in charge of the inauguration of the event, pointed out that to preserve and reinforce the favorable environment for investments in Peru, it is required to consider that supplemental initiatives need to be developed, from both, the Government, and the corporate sector.
“Thus, as an OECD National Contact Point in Peru and as an Agency of Investment Promotion, we consider that the OECD Guidelines for Enterprises is a useful tool to promote a good business conduct and allow the increase of responsible investments in Peru”, he mentioned”.
During the event, organized with the support of the Embassy of Sweden in Peru, ProInversión emphasized that the OECD is an opportunity for both essential fronts: first, to be more attractive to promote the private investment when being part of an elite club; and second, as a platform that commit us to comply with an internal pro competitivity agency for both, the Government (Country Programme) and the private sector (guidelines for multinational enterprises).
The Director of ProInversión Investors Servicing, Cesar M. Peñaranda, also affirmed that promoting the OECD Guidelines in multinational enterprises in the country provide an additional attraction to create an interest of the OECD member countries to the investment opportunities offered by the country.
He also mentioned that these guidelines have a favorable impact in the responsible business conduct considering that they may create a mutual trust basis between the enterprises and the locations where the activities are developed by leading the reinforcement of the investment climate and enhancing the contribution of multinational enterprises to the sustainable development.
Likewise, he emphasized the importance of revealing the successful experiences of OECD member countries towards the promotion of the responsible business conduct. For this event, the Ambassador of Sweden, Anna Ferry, had a special participation and made a presentation of the Swedish experience on the promotion of the responsible business conduct and its relationship with the OECD standards.
The Ambassador of Sweden committed to continue cooperating with ProInversión to disseminate this successful experience along with practical and specific cases of private enterprises such as Tetrapack and Atlas Copco and their achievement of prioritizing its Corporate Social Responsibility (CSR). It was highlighted that in the future consumers will demand products from socially responsible enterprises that respect the environment and are committed to the innovation.
For the closure of the event, the Vice-Minister of MSE and Industry, Javier Davila, emphasized the importance of these activities from public and private sector institutions focused to increase the business culture in Responsible Business Conduct matters.
It should be noted that the organization of this Workshop to promote the responsible business conduct in Peru is added to the various activities carried out in 2018, including for example the following:
• Participation in the OECD Mission on the occasion of the Peer Review of the Canada’s OECD National Contact Point (Ottawa, February 2018).
• Workshop: Responsible Mining and OECD Guidelines (Cajamarca, August 2018).
• Workshop: Investments Climate in Peru and Guidelines for the Organisation for Economic Co-operation and Development (OECD) Enterprises (Cusco, October 2018).
• Participation in the meetings of the OECD Group of Business Responsibility and the International Network of OECD National Contact Points (Paris, December 2018).

GOOD PRACTICES OF RESPONSIBLE MINING IN PERU ARE SHOWN IN OECD EVENT

Cajamarca, August 24, 2018.- ProInversión gathered different private enterprises in the city of Cajamarca to reveal the good practices of responsible mining developed in Peru by companies of the Organisation for Economic Co-operation and Development (OECD) countries.
During the event named “Responsible Mining and Guidelines for the Organisation for Economic Co-operation and Development (OECD) Enterprises”, the Guidelines of the Responsible Business Conduct recommended by the OECD were disseminated through the OECD Guidelines for the enterprises related to the corporate sector role to reinforce the favorable climate of investments in Peru.
The event was organized with the support of Cajamarca Chamber of Commerce, Cajamarca Regional Government, and the Embassy of Canada in Peru.

In the context of good practices developed by enterprises of the OECD countries, the event had the participation of Benito Lucero, Responsible of Community Relations of the company Cañariaco Copper Peru, who showed the study case: Cañariaco-Lambayeque Project.

In order to preserve and reinforce the favorable environment for investments in the country, the Director of ProInversión Investors Servicing, Cesar Martin Peñaranda presented the Organisation for Economic Co-operation and Development (OECD) Guidelines related to the role of the responsible business conduct in public and private enterprises in the framework of the Forum “Meeting of Corporate Social Responsibility 2017”, organized by the National Fund for the Financing of the Public Sector Companies (FONAFE, for its acronym in Spanish).
During the Forum which were mainly attended by enterprises’ officers of the FONAFE and representatives of different public and private institutions, the officer of ProInversión mentioned that initiatives are required to be developed by the Government and the private sector.
“Thus, we consider that it is important to promote the implementation of OECD Guidelines for enterprises since they are a very useful tool for the responsible driving of businesses, considering that they may create a mutual trust basis between the enterprises and the locations where the activities are developed by leading the reinforcement of the investment climate, enhancing the contribution of multinational enterprises to the sustainable development, and creating a favorable perception of the business activity in the civil society”, he added.
Peñaranda also mentioned that ProInversión disseminates the OECD Guidelines as part of the commitment assumed by Peru in 2008, after joining the OECD Declaration on International Investment and Multinational Enterprises. Within the framework of this joining, ProInversión was assigned as a National Contact Point (NCP) since 2009 to implement and disseminate these Guidelines in Peru, by promoting the responsible business conduct.
The ProInversión officer also highlighted the importance of the private investment role in the economic growth achieved by the country in the past years, as well as its significant business participation in the projects’ promotion processes of Public – Private Partnership (PPP) in charge of the institution; therefore, ProInversión will continue promoting the attraction of responsible investments that contribute the sustainable development.
In this context, ProInversión will promote with enterprises in Peru and potential international investments a wider dissemination on the efficiency that the implementation of the OECD instruments may have to reinforce the investments climate in Peru.
It should be noted that the participation of ProInversión as an OECD NCP in this event to promote the responsible business conduct with the FONAFE enterprises is added to the several activities carried out in 2017 to disseminate the OECD Guidelines and promote the responsible business conduct in Peru, including for example the following:
The reinforcement of a good investment environment in Peru through the implementation of the OECD Guidelines for Multinational Enterprises, developed at the headquarters of the Economic Service of the Embassy of France on April 5, 2017, with the participation of representatives from 30 French companies, representatives of the Development Bank of France – AFD, representatives of the French Chamber of Commerce and representatives of the Embassy of France.
Discussion with public and private institutions on the importance of investments attraction that promote the responsible business conduct in the extraction sector carried on September 21, 2017 by the Embassy of Netherlands in Peru.

During this event, organized with the support of the Arequipa Chamber of Commerce and Industry and the Arequipa Regional Government and the Arequipa South Regional Coordination Office of ProInversión, the Director of the ProInversión Investors Servicing, Cesar Martin Peñaranda, mentioned that the institution disseminates the OECD Guidelines in the context of the commitment assumed by Peru, since 2008, after joining the OECD Declaration on International Investment and Multinational Enterprises. Within the framework of this joining, ProInversión was assigned as a National Contact Point since 2009 to implement and disseminate these Guidelines in Peru.

 brought together important companies in Trujillo City (La Libertad)  mainly from the Mine and Energy sector, disseminating the Organization for  Economic Co-operation and Development (OECD) Guiding Principles related to  the business sector role to consolidate the positive investment climate in the  country.

During the event organized with the support of La Libertad Chamber of  Commerce and Production as well as the Regional Government of the  aforementioned department, the investment specialist of the ProInversión  Investor Service Division, Nancy Bojanich García, stated that the institution  disseminates these Guidelines in the context of Peru’s commitment, since 2008, to join the OECD Declaration on International Investment and Multinational  Enterprises. Under this accession framework, ProInversión was appointed as  National Contact Point to implement and reveal these Guidelines in Peru.

ProInversión officer also said that in order to preserve and consolidate the  proper environment for Peruvian investments, it is necessary to develop  additional initiatives by both the State and the private sector. “We therefore  believe that it is determining to promote the application of the OECD Guiding  Principles for multinational enterprises because they are an useful tool in the  business processes taking into account that they can generate a mutual  confidence basis between enterprises and the places where the activities are  developed, affecting the consolidation of the investment climate and improving  the multinational enterprises contribution to the sustainable development”, she said.

Bojanich García mentioned the importance of the private investment role in the economic growth the country has achieved in recent years, as well as the meaningful enterprise participation in the promotion processes of the Public Private Partnerships (PPP) projects in charge of the institution.

Moreover, the Governor of the Regional Government of La Libertad, Luis Valdez Farías and the President of the Energy, Mines and Hydrocarbons Trade Committee of the Chamber of Commerce and Production of La Libertad, Juan Carlos Zaplana Luna Victoria also attended the event and made valuable contributions.

The Regional Government of La Libertad was happy to join these share value initiatives between the private and public sector and to promote good practices of corporate social responsibility in the enterprises located in La Libertad.
On the other hand, the President of the Trade Committee of Energy, Mines and Hydrocarbons Chamber of the Commerce and Production of La Libertad congratulated ProInversión for this this event and for generating an appropriate dialogue about OECD Guidelines aspects. She also highlighted the importance of the private sector which is aligned to the progress of the Country Program.
The event was closed by Isabel Mendoza Roncal, Investment Specialist of ProInversión Investor Services Division.

PERU TOWARDS THE OECD

Meanwhile, the ProInversión video was released during the event. It is “Peru towards OECD”, which shows the investors the Country Program 2015-2016 undersigned by the Peruvian Government with the OECD. The Country Program will promote the establishment of a mutually beneficial cooperation relationship, which will allow Peru to implement a set of standards and practices that contribute, through improving the quality of our public policies, to shorten the learning curve towards the economic, social and institutional development and this will lead to the investment increase by generating a good business climate and State modernization.
In the context of activities designated to ProInversión in the Country Program with the OECD, the country's participation in the working groups of the OECD Investment Committee and its subsidiary bodies will be strengthened. ProInversión will promote with enterprises located in Peru and potential international investors a further dissemination on effectiveness the OECD instrument implementation may to strengthen the investment climate in Peru.

The OECD currently consists of 34 member states integrated by the largest and most developed world economies. As observers there is also a select group of 11 emerging countries in which Peru is included.

The Private Investment Promotion Agency (PROINVERSIÓN) and the Organization for Economic Cooperation and Development (OECD) developed two workshops with the purpose of strengthening the country´s participation in the Investment Committee of the OECD and its subsidiary bodies.

Both workshops were carried out on April 8 and 9 and was attended by representatives of various government bodies, including the Ministry of Economy and Finance (MEF), the Ministry of Foreign Affairs (RR.EE) the Central Reserve Bank (BCRP), the Institute of Statistics and Informatics (INEI), MINCETUR among others .

 

The first workshop, held on Wednesday, April 8, was on the agenda of the Group of Investment and Development of the OECD. The exhibition was conducted by Andrea Goldstein, and was divided in three main sessions; the first one about OECD structure, on the Investment Committee and the Advisor group on Development and Investment (AGID) and its relation with Peru.

The second one was addressed in the definition of the main items on the agenda of the AGID, as well as the main tools available to the OECD to facilitate and promote investment. Also to the updating of the Action Framework for Investment (PFI, for its acronym in English) and with special attention in the chapters on general policies, investment promotion and facilitation, infrastructure and responsible business conduct. And in the final session a review of the experience of Myanmar to implement recommendations of Southeast Asia as an example of a regional approach to the OECD and Chile and implementation of the PFI was performed.

 The second workshop, held on April 9, 2015, was aimed at the main agenda items of the Working Group on International Investment Statistics OECD (WGIIS, for its acronym in English) and was in charge of the expert Maria Borga. Accordingly, this workshop was divided into 5 sessions. In the first session a description of the structure and frequency of meetings held, as well as the mandate of the Working Group.

In the second session a review of the new methodologies for measuring and monitoring the flow of foreign direct investments (FDI, for its acronym in English) was performed. In the following session he presented the fourth edition of the "Benchmark Definition of FDI", which is being implemented. Then the research agenda and WFIIS statistics showed. Finally, the last session was led by Ivan Aldave, Deputy Manager of Macroeconomic Statistics Central Reserve Bank (BCRP). It was presented the compilation of statistics on foreign direct investment in Peru.

OECD CONFERENCE 2014: BRIDGING INFRASTRUCTURE GAPS THROUGH SMART INVESTMENT

The IV Meeting of the Initiative for Investment in Latin America from the Organization for Economic Cooperation and Development (OECD), "Reducing Gaps through Intelligent Infrastructure Investments" was successfully realized.

 

During the six sessions, held on July 7 and 8, important issues related to investment in transport infrastructure, energy and investment facilitation in the region through Public Private Partnerships were addressed.

Among the exhibitors were the Minister of Economy and Finance, Miguel Castilla Rubio; Transport Minister Colombia, Cecilia Alvarez-Correa Glen; the Deputy Director of Financial and Enterprise Affairs at the OECD Sangkyom Kim; and IDB Representative in Peru, Fidel Jaramillo. The Meeting was opened and adjourned by the President of the Council of Ministers.

The event was organized by Proinversion and OECD, with the support of the MEF and the auspices of the IDB and the Spanish Agency for International Cooperation for Development (AECID)
