March 8, 2022. Lima, Peru.- The Private Investment Promotion Agency of Peru (PROINVERSIÓN) informs that the project "Infrastructure and Complementary Services Contribution to the Educational Management for New High-Performance Schools in the Regions of Pasco, Huancavelica, and Cusco" (COAR Centro) was awarded to Concessionaire Company for Infrastructure Projects Branch Peru of Grupo Marhnos.

In this sense, the Government's objective of reducing the educational infrastructure gap in order to provide quality public basic education is being met. Likewise, the expectations of students with outstanding abilities of Pasco, Huancavelica and Cusco COAR and their respective educational communities, are being met, as soon as have adequate infrastructure in accordance with the COAR model. 

The project, with an investment of S/ 228 million (without VAT), comprises the development of educational infrastructure under a model of co-financed Public-Private Partnership, in the localities of Chontabamba (Pasco), Callqui Grande (Huancavelica) and Oropesa (Cusco), through a 20-year concession, for the design, financing, construction and equipping of the three (3) COAR projects. 

Each school will have a roofed area of more than 14,000 m2, with four main areas: academic; living; residence; and sports, administrative and general services; all of them fully equipped. The facility will also provide infrastructure maintenance services; furniture and equipment replacement; food; comprehensive cleaning, waste management and pest control; laundry; and security and surveillance. 

The project will have an infrastructure and will offer complementary services with high quality standards, which will provide optimal conditions for the development of learning and will contribute to enhance the comprehensive education currently received by students with outstanding abilities, and at the same time, it adds to the investment in human capital in the three regions. 

It is important to emphasize that the Government will continue to be responsible for educational management, administration and pedagogical services (teaching and learning), as well as the hiring of teachers. 

The direct award was approved by PROINVERSION's Board of Directors, in compliance with Legislative Decree No. 1362 and its Regulations. "It is a joint effort between MINEDU, PROINVERSIÓN and the private sector to provide sustainable infrastructure over time, while maintaining free education for students. The next milestone will be the signing of the concession contract, to be held within 90 days after the award," said PROINVERSION's executive director, Rafael Ugaz. 

Finally, it should be noted that this is the first concession awarded in the education sector in the country, which, in addition to its relevance in the education sector, will generate more than 2,000 jobs during its construction. In this way, the Peruvian Government, through PROINVERSIÓN, boost the closing of infrastructure gaps in the education sector through private sector participation mechanisms, in order to provide better public education.
