PROINVERSIÓN WILL RECEIVE BIDS FROM THE PRIVATE SECTOR FOR FOUR SANITATION PROJECTS

Lima, April 8, 2021.- The Ministry of Housing, Construction and Sanitation (MCVS) and PROINVERSIÓN presented to potential bidders (investors, companies that operate or provide services in the sanitation sector) the most relevant technical and legal aspects to be considered for the preparation and submission of bids on four (4) new Co-financed Unsolicited Bid (IPC) called through SD No. 007-2021-VIVIENDA, which will benefit the departments of Piura, Lambayeque, Lima, Huancavelica and Apurimac.

These four IPCs, which require a total investment of approximately S/ 1,141 million, are part of the Peruvian State’s strategy to reduce the gaps in the infrastructure and sanitation services in the four departments, creating better development conditions for more than 622,000 Peruvians.

The webinar called “New investment opportunities through the presentation of IPCs for the sanitation sector” called construction firms, operators, consultants, banking representatives, law firms, among others. The Minister of Housing, Construction and Sanitation, Solangel Fernández; the Executive Director of PROINVERSIÓN, Rafael Ugaz; the Vice-Minister of Construction and Sanitation, Javier Hernández; among other officials, participated in the webinar.

The Minister Solangel Fernández emphasized that these four projects will contribute to reducing the gap and improving access to water and sanitation services. “The existing gap in water and sanitation services in Peru is quite large, 3.2 million Peruvians do not have access to water services from the public network; 7.4 million Peruvians do not have access to sewerage services; in addition, only 44% of wastewater (drains) collected by the companies providing sanitation services (EPS) enters a treatment plant, and the remaining water goes directly to the sea and the rivers of the country,” she pointed out.

For this reason, she emphasized the importance of the four IPCs. “The two wastewater treatment plants will help to directly clean up, in this case, the North Sea of Lima (Huaura and Barranca) and the rivers in Huancavelica and Andahuaylas. Likewise, with the two seawater desalination plants, high-quality drinking water will be obtained for human consumption for many Peruvians in the north of Peru, in Lambayeque and Piura specifically,” she emphasized.

Additionally, the Executive Director of PROINVERSIÓN, Rafael Ugaz, emphasized the relevance of social infrastructure projects and the role of PPPs in their development. “A well-designed PPP establishes the necessary mechanisms and incentives for timely execution of the work and the provision of sustainable and quality services throughout the concession period” he commented.

He pointed out that PROINVERSION, through the technical team of the Project Services Sub-Directorate, will answer the doubts, queries and concerns of the interested parties so that they can prepare their proposals and present their initiatives that will allow the country to achieve high standards in water and sanitation services for the benefit of the population.

During the webinar, it was emphasized that, according to the terms established in Supreme Decree No. 007-2021-VIVIENDA, bidders must submit their bids to PROINVERSIÓN from June 11 to July 23, 2021 for assessment and admission purposes.

The Four IPCs

The IPCs are located in the provinces of Paita and Talara (Piura), Lambayeque (Lambayeque), Huaura and Barranca (Lima) and the last one is located in the provinces of Huancavelica (Huancavelica) and Andahuaylas (Apurimac).

The IPC proceedings are regulated by Legislative Decree No. 1362, its Regulations and Directive No. 004-2019-PROINVERSIÓN.
